Make your first stop at the Ohio Bureau of Motor Vehicles. There are a number of local offices across the state. Request a form called the Ohio Vehicles Record Request Form. You’ll need to fill out this form, send it back by mail and wait for the BMV to mail you the results. The BMV will use its records to find out the name of the person who owns that vehicle and the address of the registered owner. You also have the option of downloading a copy of the form, filling it out at home and mailing it back to the BMV. The Ohio BMV does not have an online search or look up for license plate numbers.
